About Columbia Non-Profit Housing

Vancouver Housing Authority established Columbia Non-Profit Housing as a nonprofit entity in 1981. With the support of the housing authority, CNPH is managed by an independent six-member board of directors. CNPH serves as the sponsoring organization for several affordable housing projects developed in Clark County, Wash. Over the decades, CNPH has developed 13 properties comprising more than 400 apartments that provide low-income residents with a comfortable and stable place to call home.

Our mission is to create stable communities by providing affordable, decent and safe housing where low-income people including seniors, persons with disabilities and families have opportunities to grow and thrive.

Our Board of Directors

Susan DeRenzo, Chair

Susan DeRenzo joined the board in the fall of 2010 and became board chair in 2015. Several new buildings have been added to the community, and she is proud to be a part of bringing additional low-income housing options to the area. In her day job, Susan works for a local bank as a certified financial planner. She believes having stable housing is a critical part of someone’s financial well-being. In her free time, Susan enjoys hiking, skiing, camping, and music. She loves being able to take advantage of the many outdoor opportunities the Pacific Northwest has to offer. She holds a Bachelor of Arts degree in finance and minored in economics at the University of Sioux Falls in Sioux Falls, S.D.

Jim David, Vice Chair

Jim David is an attorney in private practice in Vancouver. He retired in 2014 from the Clark County Prosecuting Attorney’s Office, where he worked to create a special program for prosecutions of offenses against senior citizens. Jim serves on the boards of several nonprofits that provide services to seniors and people who are low-income or otherwise in need. In his spare time, Jim serves on the board of directors for the Vancouver Lake Sailing Club.

Will Thier, Director

Will Thier joined the CNPH Board of Directors in June of 2026. He leads portfolio and asset management at Prosper Portland, the economic development agency for the City of Portland. Will oversees leasing, tenanting, and real estate operations to drive economic development. With over 15 years of commercial real estate experience, his background includes serving as Chief Operating Officer at Fairway America and President at Verivest. A former U.S. Air Force Major who led overseas combat deployments, Will holds an MBA from Portland State University and a Bachelor of Science in Mathematics from the University of Washington.

Samantha Waldbauer, Secretary/Treasurer

Samantha Waldbauer joined the board in 2020. She has over 20 years of experience working with the aging and disabled population as they access programs to keep their independence in the community in the setting of their choice. Her experience is highlighted by community-based programs that address the social determinants of health, which impact a person’s ability to successfully gain and maintain housing. She holds a Bachelor of Science degree from the University of Puget Sound and has experience managing privately owned rental properties. In her free time, she enjoys music, hiking, boating, and spending time with family.

Sharif Burdzik, Director

Sharif Burdzik is the VP/Relationship Manager at Washington Trust Bank, where he provides commercial loans and banking services for businesses including start-ups. A resident of Clark County, he serves on several boards and community organizations and has been in business banking for over 20 years.

Andy Silver, Interim Executive Director

Andy Silver is the CEO of Vancouver Housing Authority and has worked as a legal aid attorney representing people experiencing homelessness, as the executive director of Council for the Homeless, and in various roles at VHA.
